Introduction <br /> In this memo, we refer to the San Joaquin County Onsite Wastewater Disposal Standards dated January <br /> 2017 (County Disposal Standards), the 2016 California Plumbing Code (CPC), and the EPA Design <br /> Manual for Onsite Wastewater Treatment and Disposal Systems. <br /> In the June 14, 2019 submittal for a series of buildings at the Holly Commerce Center the waste disposal <br /> system was sized using a combination of the County Waste Disposal Standards and a waste flow rate <br /> derived from the number of fixtures and the daily uses of said fixtures. It is our understanding that this <br /> method is likely not acceptable, and we seek to establish a waste disposal rate as well as establish the <br /> acceptable employee count for the dry warehouse use. <br /> To avoid confusion between fire and life safety occupancy established by the project architect for exiting, <br /> California currently uses the 2016 CBC (California Building Code) to determine the number of occupants <br /> for building exiting requirements. The CBC says that we are to allow one occupant for every 100 square <br /> feet of office space and one occupant for every 500 feet of warehouse space. This occupancy differs from <br /> the Plumbing Code as outlines below. <br /> II. Employee and Fixture Count Determination <br /> Employee counts and minimum fixtures are to be calculated based upon the CPC Chapter 4. Specifically, <br /> the Table A: Occupant Load Factor shall be coupled with Table 422.1 Minimum Plumbing Facilities and <br /> the building square footage as represented on the architectural plans and the building permit. <br /> As an example, a 925,000sf warehouse building with 10,000sf of office space would have an employee <br /> count as follows: <br /> Per CPC Table A Group S Warehouse, the ratio is 1 employee per 5,000sf, and the Group B Office ratio <br /> is 1 employee per 200sf, yielding an employee count of 233 (183 + 50). <br /> Minimum fixtures would then be per Table 422.1 based on 233 employees split equally between men's <br /> and women's facilities per CPC. <br /> Stockton San Jose Sacramento Modesto <br /> 3428 Brookside Rd. 111 N.
