v
PUBLIC IrEALTH SERVItES .0SAN JOAQUIN COUNTY .Z
ENVIRONMENTAL HEALTH DIVISION
Karen Furst, M.D., M.P.H., Health Officer
304 East Weber Avenue, Third Floor • Stockton, CA 95202a
209/468-3420
JERRY MOORE OCT 2 91997
MOORE PETROLEUM
P O BOX 67
BANTA CA 95340
RE: Moore Petroleum SITE CODE: 1502
5491 "F" Street
Banta, CA
San Joaquin County Public Health Services, Environmental Health Division
(PHS/EHD) has reviewed the "Over Excavation & Groundwater Removal
Workplan" dated September 10, 1997 and the "Third Quarter 1997 Groundwater
Monitoring Report" prepared by Apex Envirotech, Inc. for the above referenced
site.
PHS/EHD reviewed previous soil sample results to identify why the piping area
was the targeted area of the over excavation. The only evidence of significant
previously identified soil contamination was found in monitoring well 1 at 10 feet
below grade, although all soil samples were collected at shallow depths of 5 to
10 feet below grade.
In a phone conversation on October 27, 1997, we discussed that if new
underground storage tanks (UST) were to be installed at this site that they would
be installed in the current piping (loading rack) area.
PHS/EHD recommends that the plan for over excavation be revised to indicate
that significantly contaminated soil in the piping or UST area be removed as
necessary vertically and laterally. In addition preapproval of the costs of the soil
removal be obtained from the State Water Resources Control Board Cleanup
Fund. Sidewall samples are to be collected every 20 feet in the excavation and
soil samples will be required from the bottom of the excavation even if the
excavation extends below first water.
Any excavated area no longer servicing the underground tank system should be
filled with native material not pea gravel. In addition, if the excavation extends
beyond the depth at which UST's would be placed, that area should be filled with
native material prior to the placement of the UST's.
A Division of San Joaquin County Health Care Services
