(Apex) has been authorized by Moore Petroleum (Moore) to submit this <br /> letter requesting that the San Joaquin County Environmental Health Division(SJCEHD)review <br /> the decision to install monitoring well MW-15. Apex has made numerous attempts to gain <br /> access to the proposed location through Union Pacific Railroad and have found them to be <br /> uncooperative. Union Pacific Railroad requires a 2,600 dollar insurance policy along with a <br /> 2,500 dollar performance bond to gain access for installation of the well. Apex feels that these <br /> extra costs are unreasonable: <br /> Apex believes that due to the unreasonable access costs and the uncooperative nature of Union <br /> Pacific that the installation of MW-15 be`canceled. Over the last year groundwater has typically <br /> flowed in a northern direction, as opposed to the north east direction previously observed.
