Woodward-CIA •
Consultants
Mr. James L. Tjosvold
Project No. 90189N
May 24, 1993
Page 2
1.1 OBJECTIVES
The objectives of the field activities are to:
1. evaluate the condition of existing monitoring wells.
2. decommission the existing monitoring wells.
1.2 BACKGROUND
Lika's former Navy Drive facility is located at 2041 Navy Drive in Stockton, California.
The site is immediately bounded by Nelson Ready-Mix Company to the west, Laidlaw to
the east, the railroad right-a-way to the north, and partially developed commercial land to
the south. Lika used the former Navy Drive facility as an etching, plating and processing
plant for electronic components during the period 1969 to 1985. In 1986, Lika contracted
W-C to conduct an evaluation to assess the extent of soil and groundwater contamination.
Several localized areas of contamination requiring clean up were identified in the
investigation. Lika contracted W-C to oversee the clean up operations of the areas
identified in the investigation. After clean up activities were completed, DTSC required two
years of post closure quarterly groundwater monitoring be performed. W-C completed the
post closure groundwater monitoring at Lika's former facility located on Navy Drive. A
letter from DTSC to Lika dated March 24, 1993 terminated the monitoring requirements
originally stipulated for the Navy Drive site. In this letter, DTSC specified that the only
activity remaining is the proper decommissioning of existing wells. There are a total of 12
existing monitoring wells that require decommissioning at the Navy Drive site (Figure 2).
Lika's former Field Avenue site is located at 1856 Field Avenue in Stockton, California.
The site is immediately bounded by the Stockton Deep Water Ship Channel to the south, a
commercial building to the east, residential property to the north and a storage facility to
the west. Lika occupied the building from August 1982 to April 1985 and used it for the
manufacturing of printed circuit boards. In March 1986, Lika contracted W-C to conduct
an investigation to evaluate the extent of soil and groundwater contamination at the site.
Several localized areas of contamination requiring clean up were identified in the
investigation. W-C was contracted to oversee the clean up the areas identified in the
investigation. After clean up activities were completed, DTSC required two years of post
90189N/LUCA2/05-24-93 SAC
