(SGI) presents this well destruction <br /> workplan to the San Joaquin County Environmental Health Department (SJCEHD) for the Del <br /> Monte Foods - Former Disco Site, located at 110 North Filbert Street, Stockton, California <br /> (Figure 1, Site). This workplan has been prepared in response to SJCEHDs correspondence <br /> entitled Case Closure Summary, dated March 15, 2010, and the Regional Water Quality <br /> Control Board (RWQCB) letter dated April 8, 2010 (Appendix A). The workplan details the <br /> proposed scope of work and methodology to destroy all wells associated with historical <br /> remediation and monitoring activities at the Site. <br /> BACKGROUND <br /> The Site was operated as a service station until the property was purchased by Del Monte <br /> Foods in 1976. Three 10,000-gallon underground storage tanks (USTs) were identified on the <br /> Site and removed in 1985. During UST removal activities, soil was excavated, aerated on-Site, <br /> and placed back into the excavation. Historical investigation activities have identified the <br /> presence of total petroleum hydrocarbons as gasoline (TPH-g), benzene, toluene, <br /> ethylbenzene, total xylenes (BTEX), and 1,2-dichloroethane (1,2-DCA) in soil and groundwater. <br /> On-Site remediation efforts have included the operation of a soil vapor extraction (SVE) and air <br /> sparge (AS) system from February 1995 through November 1995. In November 1995 the SVE <br /> and AS systems were shut down due to rising water levels. Subsequently a new SVE and AS <br /> system began operation in May of 2003. An ozone injection system designed to treat the <br /> southern edge of the volatile organic compound (VOC) plume began operation in September of <br /> 2003. The SVE and ozone injection system were shut down permanently December 2008, as <br /> approved by the SJCEHD. <br /> A total of 40 borings with 59 well casings, consisting of monitoring wells, soil vapor extraction <br /> points, air-sparge points, and ozone injection points, are located on- and off-Site (Figure 2). All <br /> points were installed between 1991 and 2009 to actively monitor and remediate the Site. Copies <br /> of the documented well completion logs for each well are included in Appendix B. A summary <br /> of well construction details is provided on Table 1. <br />
