High concentrations of contaminants have been observed in ground water <br /> samples from piezometers with discrete screened intervals at depths approximately 90 feet below surface <br /> grade (benzene as high as 29,000 ug/1). Ground water has risen substantially since wells were installed at <br /> the site. Ground water has exceeded the designed screened interval (over screen) for all monitor wells <br /> since the spring of 1995. The accuracy and reliability of data generated from the selective sampling of <br /> these over screen wells is questionable. Ground water flow has changed from a predominantly northerly to <br /> a southerly direction possibly as a result of terminating the use of known wells to the north which were <br /> found to be impacted by solvents. The soil vapor extraction system has not operated since ground water <br /> exceeded the screened intervals in key vapor wells as of February 1996. Natural attenuation and intrinsic <br /> bioremediation activity studies have failed to demonstrate any measurable decline in contaminant mass <br /> over time particularly in the contaminant core. <br /> The responsible party(s) shall prepare a series of comprehensive hydrogeologic cross sections which <br /> display and clearly identify each and total depths of all borings and wells completed (north to south and <br /> east to west). Unbound transparent(mylar) overlays may be most useful. The cross sections shall display <br /> soil strata and all known chemical analytical data sampling points. Where soil sample analytical data <br /> cannot be displayed on cross sections,sampling data points must be cross referenced in a tabular summary. <br /> Cross sections must attempt to portray spatial relationships between Underground Storage Tank (UST) <br /> system appurtenances to identified contaminant distribution so that site conditions can be more accurately <br /> visualized. All intrusive investigation activities data shall be summarized in tabular form in chronological <br /> order. Tables must provide data including date of boring or well completion, laboratory analytical results, <br /> screened intervals and depth to water during the intrusive investigation. This task shall be completed and <br /> submitted to PHS/EHD for review no later than November 15, 1997. <br /> Due to the widespread and significant concentrations of contaminants observed at this site, <br /> PHS/EHD directs you to perform a detailed, expedited site assessment using depth discrete and <br /> continuous core sampling to define and quantify the full three-dimensional extent of suspected <br /> contaminants in soil and groundwater. <br /> 1 <br /> A Division of San Joaquin County Health Care Services <br />
