Weber Ave., Third Floor I <br /> Stockton, Ca. 95201-0388 <br /> RE: Response To Letter From PHS/EHD To Del Monte Dated 2/20/96 - Disco Site <br /> Dear Ms. Lagorio: <br /> Enclosed is the Del Monte response to the letter that was addressed to Soon Kim on <br /> February 20, 1996. As you know, Soon no longer works for Del Monte, and I have <br /> responsibility for his projects - including the Disco site. <br /> I would like to comment on what has happened at the site since early March to <br /> demonstrate that we have been active, even though the system has not been operating, <br /> before I discuss the response to the PHS/EHD letter. After shutting the system down, we <br /> had several meeting/discussions with Bern Baumgartner, Grant Stewart, and Don Light, <br /> and finished with an on site meeting between Grant, Don,.and myself. Recommendations <br /> were developed that should increase the life of the carbon by reducing the water uptake by <br /> the carbon. As this involved the addition of a simple heat exchanger and as a result of an <br /> inspection by the San Joaquin Valley Unified Air Pollution Control District (SJVUAPCD), <br /> I submitted an application for a modified Permit To Operate. We have completed some <br /> minor piping changes, added the heat exchanger, changed the carbon in both tanks, and <br /> are in the process of installing insulation to the piping after the extraction wells and to the <br /> two carbon tanks. We will be ready to start up again as soon as SJVUAPCD issues the <br /> modified Permit To Operate. <br /> In response to the PHS/EHD letter, I requested CH2M Hill to respond to the technical <br /> questions and I have a copy of their response enclosed. I planned to address those items <br /> that Soon Kim might have had the best knowledge of what happened at the site and I still <br /> plan to do so, but I started"late and Soon has been in Europe for the last month, so my <br /> response will have to come a little later. This will include a description of the soil and <br /> purge water generated from the monitoring well, the analyses, and the disposition. We <br /> will also furnish a detailed schematic of the system. <br />
