We are not <br /> certain of the contents of the letter. However, if it relates to our client's performance of the <br /> County's directives, this letter is to explain Parmaceast's position and quandary regarding this <br /> site.' <br /> We have reviewed the voluminous documentation;on this site but have found no evidence <br /> showing that the underground storage tanks leaked while Parmaceast owned the site. <br /> Accordingly, our client should not be a responsible party for this site. Further, the existence of <br /> oxygenates in the groundwater.'indicates ,that there was a discharge on the property subsequent to <br /> 1976. The discharge may have occurred as a result of the use by Del Monte or its affiliate <br /> Calpak Properties, Inc., (that purchased the property in 1976) of the underground storage tanks, <br /> or from some other use of the property after April, 1976. <br /> IAs you know., Parmaceast owned the property,from 1963 through 1976. During Parmaceast's <br /> t _ „ownership, the site was leased to a discount store. The discount store subleased'a corner of the <br /> property:to Urich Oil Company'and Urich Oil built and operated-the gas'station^ Del Monte <br /> purchased the site in 1976 and nine years later removed three underground storage tanks. Upon <br /> removal"of the tanks, the tanks showed no structural failure or openings. Indeed the Exceltech <br /> report of 1985 notes that the tanks were full of water: <br /> In 1985, when Del Monte removed the tanks, it did not remove the associate piping.
