Filbert Street <br /> Stockton, CA <br /> San Joaquin County Public Health Services, Environmental Health <br /> Division (PHS/EHD) has reviewed the "Problem Assessment Report <br /> (PAR) and Final Remediation Plan (FRP) " dated April 1995, prepared <br /> by CH2M Hill for the above referenced site . The report lacks the <br /> necessary signature of a properly licensed professional in the <br /> State of California who is accepting responsibility for the <br /> technical information. <br /> This Corrective Action Plan is not acceptable to PHS/EHD. The <br /> following comments should provide guidance in making corrections to <br /> the Corrective Action Plan so that it is acceptable . <br /> State Water Resources Control Board Resolution 92-49 refers to the <br /> California Water Code Section 13304 which authorizes Regional Water <br /> Boards to require cleanup of affected water to background <br /> conditions . Cleanup of groundwater and soil to non detect at the <br /> detection limits shown in the Tri-Regional Board Staff <br /> Recommendations should be the cleanup goals for this site . <br /> A plan that actively remediates all the contaminated soil and water <br /> should be provided. With a plan that provides active remediation <br /> of all the contaminated soil and groundwater the site should be <br /> ready for closure consideration in 5 to 6 years instead of decades . <br /> The plan submitted proposes active remediation of the soil and <br /> groundwater in the area where the underground storage tanks (UST' s) <br /> were formerly located. It discusses the alternatives of intrinsic <br /> remediation and pumping with aboveground treatment of the remaining <br /> contaminated area and recommends the intrinsic remediation <br /> alternative for this area. The alternative of remediating all of <br /> the contamination with a combination of air sparging and vapor <br /> extraction was not discussed. <br /> Groundwater extraction was previously discussed to control <br /> migration of the plume of contaminated groundwater.
