F. Additional Reports Submitted to SJCPHS and CRWQCB • The first Work Plan for Site Investigation (Phase 1) was submitted to SJCPHS in March 1991. • In July 1991, the Phase 2 investigation was approved by Del Monte and implemented. • A Remedial Investigation/FS was submitted to SJCPHS in April 1992. • CH2M Hill submitted the AS/SVE system design proposal to Del Monte, and it was approved by SJCPHS in November 1993. • A Conceptual Remediation Plan was agreed to by SJCPHS in November 1994. • A Problem Assessment Report, FPR, and Corrective Action Plan were submitted to SJCPHS in May 1995. SJCPHS responded—all contamination should be removed in 5-6 years and not decades of Intrinsic Bioremediation (ITB) control, and they did not agree with the pump test results. • A one-year ITB study was completed. SJCPHS disagreed with the results that ITB was controlling the plume, mostly because there were no monitoring wells and data south of the source area. (Upgradient at that time.) • A Vista National Radius Profile was obtained showing the numbers and locations of reported USTs, Lusts, and RCRA Hazardous Waste generators around the site. • Two receptor well studies were made as required by SJCPHS. • A schedule to install an extraction well, complete aquifer testing, and submit a Corrective Action Plan was submitted by Steve Erickson, Director Environmental Services, on November 30, 2001, as required by the CRWQCB. A copy is shown in Attachment 10. G.
