y -J <br /> Disco Property <br /> 110 Filbert Street, Stockton - 2 - 30 October 2001 <br /> CPT-23. A cluster of monitoring wells is needed either at CPT-23 or downgradient <br /> of CPT-23, near CPT-17, to monitor the intermediate and deep water-bearing zones <br /> identified. On 30 October 2001, I spoke with Mr.Keith Sheets from CH2M Hill <br /> regarding this issue, and we agreed that an intermediate (90 to 100 feet) and deep <br /> (145 to 155 feet) cluster near CPT-17 would be appropriate to monitor <br /> contamination downgradient of CPT-23. Please install intermediate and deep zone <br /> monitoring wells near CPT-17. <br /> In our 2 January 2001 letter, we approved the installation and aquifer testing of an on-site extraction <br /> well screened across the intermediate sand zone. An aquifer test was planned as part of a feasibility <br /> study to determine if groundwater extraction will effectively capture contamination in the source area. <br /> In following meetings, the County agreed that interim remediation could be postponed while <br /> assessment was completed. However, now that the CPT investigation has been completed and <br /> additional monitoring wells are being installed, we would like this extraction well installed and the <br /> aquifer test completed as soon as possible. <br /> Therefore, by 3 December 200 , please submit a schedule to complete the following tasks: <br /> • Install the approved on-site extraction well; <br /> • Complete the necessary aquifer testing; and <br /> • Submit a Corrective Action Plan (CAP) as presented in Article 11 of the <br /> Underground Storage Tank Regulations to address the soil and groundwater <br /> contamination remaining both on-site and off-site. The CAP must include a <br /> feasibility study to determine the most cost effective remediation alternative to <br /> reduce contamination relating to the former underground storage tanks at the <br /> Disco property. <br /> All drilling and encroachment-permits must be secured through the County and the San Joaquin <br /> County Public Works prior to any site work.
