C. The frontage improvements for Comstock Road shall be constructed in conformance with <br /> the standards for one-half of a 50-foot-wide right-of-way rural road. The construction of <br /> the frontage improvements will be deferred upon execution by the owner of a Deferred <br /> Frontage and Roadway Improvement Agreement or a Secured Deferred Frontage and <br /> Roadway Improvement Agreement with a deposit equivalent to the estimated construction <br /> costs prior to approval of the Improvement Plan. A $250.00 fee currently is required for <br /> processing, per Planning Title Section 9-10502, in addition to a copy of the Grant Deed <br /> and an estimate for the required frontage improvements. The estimate shall be prepared <br /> by a Registered Civil Engineer with a typical section drawing on a form to be supplied by <br /> the Department of Public Works and submitted to Public Works for approval. As an <br /> option, Public Works will prepare the drawing and estimate for an additional fee of <br /> $100.00. (Planning Title Section 9-2143) <br /> d. Driveways on Comstock Road shall be improved in accordance with the requirements of <br /> San Joaquin County Standards R-17 prior to issuance of the building permit. (San <br /> Joaquin County Ordinance No. 3622) <br /> e. An encroachment permit shall be required for work within the road right-of-way. (Streets <br /> and Highway Title Section 10-3103) <br /> f. The Water Supply Facilities Impact Mitigation Fee will be required for this development. <br /> The fee is due and payable at the time of building permit application. The fee currently <br /> is $88.89 per 1,000 gross square feet of building designated as 'Warehouse.' If no <br /> building permit is required, the fee will be exempt. The fee shall be automatically <br /> increased on January 1 of each year at the rate of 6.9 percent. An additional 3.5 percent <br /> shall be added to the fee upon payment for processing and administering the program. <br /> Resolution R-91-327) <br /> 3. PUBLIC HEALTH SERVICES: <br /> a. Submit three sets of feed facility construction plans to the Environmental Health Division <br /> for review and approval prior to issuance of building permits. (California Health and <br /> Safety Code, Section 27550) <br /> b. Because of the additional parking requirements,the existing septic tank on the north side <br /> of the restaurant will require a traffic slab installed under permit and inspection by the <br /> Environmental Health Division. <br /> C. Show on the improvement plans a 200 percent expansion area for the disposal field that <br /> will be paved over. Also show a 100 percent expansion area for the system that is <br /> located on the south side of the restaurant. These areas must be barricaded so that they <br /> cannot be driven over, parked on, or used as a storage area <br /> Conditions of Approval - 2 - SA-92-42 <br />
