1 Introduction <br /> The United States Environmental Protection Agency(U.S. EPA) Region 9 directed Ecology& <br /> Environment, Inc.'s (E & E) Superfund Technical Assessment and Response Team(START) to <br /> conduct a Targeted Brownfield Assessment(TBA) at the El Concilio No. 2 property, located at <br /> 1116 East First Street, Stockton, San Joaquin County, California(Figure 1, Appendix A). This <br /> sampling effort was implemented following award of a TBA grant to the City of Stockton <br /> Redevelopment Agency(CSRA) for assessment of the El Concilio No. 1 property. CSRA will <br /> contribute the land and the National El Concilio Organization (NCLR) Council for the Spanish <br /> Speaking will fund the project to redevelop the property for construction of a new commercial <br /> office for the NCLR. The subject property occupies 1.98 acres of land currently owned by the <br /> CSRA (southern portion) and by the City of Stockton(northern portion). The northern portion of <br /> the site is currently occupied by the City of Stockton Fire Department Station 3 and is developed <br /> with a fire house, storage garage, concrete and asphalt parking areas, and an open stairway <br /> structure used for firefighting training. The southern portion of the site is currently vacant with <br /> no structures and is zoned for commercial purposes. Figure 1 (Appendix A) is a map showing the <br /> general site vicinity. Figure 2 (Appendix A) is a site map showing site features and surrounding <br /> areas. The subject of this assessment is assessor's parcel numbers (APN) 169-030-05, 169-030- <br /> 06, and 169-030-13, and will be referred to as the El Concilio No. 2 (site). <br /> As part of this TBA for the subject property, START prepared a site-specific field sampling plan <br /> (FSP) for collection and laboratory analysis of soil and groundwater samples. The U.S. EPA <br /> Quality Assurance Office approved the FSP (Field Sampling Plan, Targeted Brownfields <br /> Assessment, El Concilio No. 2 Property, 1116 East First Street, Stockton, California, dated <br /> August 2010 [E & E 2010a]) on December 10, 2010 (U.S. EPA Quality Assurance Office <br /> document control number BNFD0424SV2). <br /> This assessment builds upon findings from a 2010 Phase I ESA prepared by E & E, (E & E <br /> 2010b). The assessment is also intended to provide the appropriate environmental data required <br /> to make decisions regarding redevelopment of the property. Following are the specific sampling <br /> objectives included in the FSP: <br /> • Assess potential on-site contamination to the surface and subsurface soils related to the <br /> historical use of the property and neighboring properties; <br /> • Assess potential contamination to groundwater beneath the site by collecting groundwater <br /> samples from 8 borings drilled into the first water bearing zone; and <br /> • Assess potential contamination to soil gas on the site and the presence of vapor intrusion <br /> pathways. <br /> This report was prepared based on the proposed scope of work presented in the FSP and the <br /> results of the START field assessment activities conducted to implement the FSP in January <br /> 1-1 <br />
