2 Site Background <br /> 2.1 Site Location <br /> The El Concilio No.2 site is located at 1116 East 1st Street in Stockton, San Joaquin County, <br /> California. This assessment focuses on APN 169-030-05, 169-030-06, and 169-030-13, with a <br /> total recorded acreage of approximately 1.98 acres. The geographic coordinates for the <br /> approximate center of the area of concern are 37o 56' 22.32"north latitude, 121' 16' 18.00"west <br /> longitude. Figure 1 shows the location of the property. Figure 2 shows the El Concilio No. 2 site <br /> and features at the subject property, including the parcel boundaries. Figures are contained in <br /> Appendix A. <br /> 2.2 Site Description <br /> The subject site is designated by three APNs, with the northern two parcels being developed with <br /> a fire house, storage garage,parking areas, and a firefighting training structure while the southern <br /> parcel consists of an undeveloped, open field. The entire site is approximately 200 feet (ft)by <br /> 430 ft or 1.98 acres (86,100 square ft) and is designated for commercial land use. The property is <br /> bordered by 2nd Street to the south, an undeveloped field followed by South Airport Way to the <br /> east, East 1St Street to the north, and to the west by South Union Street. The general <br /> neighborhood surrounding the site is mixed use residential and commercial properties. <br /> The city of Stockton is located along the San Joaquin Delta waterway, connecting the San <br /> Francisco Bay and the Sacramento and San Joaquin Rivers. The site is located approximately 2 <br /> miles east of the San Joaquin River and Deep Water Ship Canal and is approximately 20 feet <br /> above mean sea level. The site is relatively flat and at grade with the surrounding streets and <br /> properties. <br /> 2.3 Topographic and Geologic Information <br /> According to the Stockton West U.S. Geological Survey 7.5-minute quadrangle, 1987, the <br /> elevation of the ground surface at the subject property is approximately 20 feet above sea level. <br /> Topography at the site and surrounding properties is relatively flat. Regional topography slopes <br /> in a westerly and southerly direction. Storm water runoff appears to pond on site in the vegetated <br /> and bare soil areas throughout the site. <br /> Discussion of the geology at the El Concilio No. 2 site and the surrounding area is based on the <br /> "Preliminary Environmental Assessment Report, Merlo I.E.T. School Additional Earth <br /> Technologies, Inc. (Condor 2007). The subject area is located in the Great Valley Geomorphic <br /> Province, which consists of the Sacramento Valley to the north and the San Joaquin Valley to the <br /> south. The site is situated in the northern portion of the San Joaquin Valley. The Great Valley <br /> Geomorphic Province is a northwest trending, structural depression, filled with up to six vertical <br /> miles of lithified marine and non-marine sediments. Regionally, the lithology of the upper 3,000 <br /> feet of sediments is indicative of uplift of the Sierra Nevada Mountains to the east and, to a lesser <br /> degree, the Coast Range Mountains to the west. <br /> 2-1 <br />
