3 Project Objectives <br /> 3.1 Project Task/Sampling Objectives <br /> The U.S. EPA directed the START to prepare this FSP to further evaluate environmental <br /> conditions at the subject property. A better understanding of environmental conditions will <br /> enable the CSRA to make decisions regarding redevelopment of the property for commercial <br /> use. <br /> Soil, soil gas,and groundwater sampling followed by laboratory analysis will be implemented to <br /> accomplish the project objectives. Specific sampling objectives include the following: <br /> • Assess potential contamination to soil on the site. <br /> • Assess potential contamination to soil gas on the site and the presence of vapor intrusion <br /> pathways. <br /> • Assess potential contamination to groundwater on the site. <br /> Analytical data collected as part of this TBA will be used to answer the following site specific <br /> study questions: <br /> • Are the COPCs present at concentrations that exceed site specific action levels in soil? <br /> • Are the COPCs present at concentrations that exceed site specific action levels in soil <br /> gas? <br /> • Are the COPCs present at concentrations that exceed site specific action levels in <br /> groundwater? <br /> 3.2 Action Levels <br /> Site specific action levels proposed for COPCs at this site are based upon established general <br /> screening levels by regulatory agencies in the region for many of the COPCs.The data collected <br /> during this project will be used to evaluate the El Concilio No. 2 Site and develop site-specific <br /> clean-up goals. The lowest established screening levels will be used as the minimum standard for <br /> laboratory reporting limits for the COPCs. Each COPC is presented in Tables 1 through 3 with <br /> its relevant screening levels for soil, soil gas, and groundwater,respectively. <br /> The following soil screening levels were reviewed to determine the lowest action level for the <br /> COPCs: <br /> • U.S. EPA Industrial Regional Screening Levels, May 2010 (soil and soil gas) <br /> • U.S. EPA Maximum Contaminant Levels,May 2010(groundwater only) <br /> 002693.1501.OIBR 3-1 <br /> EI Coociho No.2 <br />
