Box 388 <br /> Stockton, CA 95201-0388 <br /> Subject: Work Plan for Excavation and Disposal of Hydrocarbon-Impacted Soil at <br /> FranRica Manufacturing, Stockton and Ramacher Manufacturing, Linden <br /> Dear Mr. Knoll: <br /> Attached is the proposed workplan for excavation and disposal of hydrocarbon- <br /> impacted soils at FranRica Manufacturing in Stockton and Ramacher Manufacturing <br /> in Linden, California. Hydrocarbon impact to on-site soils was identified and <br /> delineated during an investigation conducted by Hydro-Search, Inc. (HSI) in August <br /> 1995. Details of previous activities have been provided in the Report of Findings, <br /> Phase l/ Environmental Site Assessment, FR Manufacturing Corporation, and the <br /> Report of Findings, Phase II Environmental Site Assessment, Ramacher Manufacturing, <br /> Inc., both dated September 19, 1995. <br /> The purpose of the proposed activities is to remove soil impacted by total petroleum <br /> hydrocarbons (TPH) at concentrations greater than 100 ppm. Surficial, visibly stained <br /> material with TPH concentrations less than 100 ppm may also be removed. The <br /> workplan for this site is based on analytical results obtained during the Phase II <br /> investigation, which are presented in the HSI reports of findings for these two sites, <br /> dated September 19, 1995. Proposed excavation locations are shown on the <br /> attached Excavation Plans for each site. <br /> Permitting and Coordination <br /> HSI proposes to begin excavation on November 13, 1995. Prior to excavation, HSI <br /> will coordinate confirmatory sampling inspections with San Joaquin County <br /> Environmental Health Division (SJCEHD). A Health and Safety Plan will be prepared <br /> and will be on site during field activities. Underground utilities have been marked at <br /> the site as a part of previous field activities. <br /> Excavation and Stockpiling <br /> Field activities will be conducted according to HSI standard operating procedures. <br /> Areas which have known concentrations of TPH greater than 100 ppm or which are <br /> visibly stained will be excavated as noted on the Excavation Plans, attached.
