Box 2009 • (1601 East Hazelton Avenue) • Stockton,CaUfotnia 95201 <br /> (209) 4683400 <br /> V IJ <br /> JAMES GIOTTONINI <br /> PUBLIC WORKS DIRECTOR <br /> CITY OF STOCKTON <br /> 425 NORTH EL DORADO ):0V b 9 199 <br /> STOCKTON CA 95202 <br /> RE: FONTANA DRIVE AT SMITH CANAL SITE CODE: 1102 <br /> STOCKTON CA <br /> San Joaquin County Public Health Services, Environmental Health <br /> Division (PHS/EHD) has completed the review of the "Phase II <br /> Problem Assessment Report" , dated November 12, 1993 , submitted by <br /> RESNA and has following comments. <br /> As the recent phase of field work has adequately defined the full <br /> extent of the soil and groundwater contaminant plumes and <br /> pursuant to Title 23 , Chapter 16, Article 11, Section 2725 (c) of <br /> the Underground Storage Tank Regulations (Corrective Action <br /> Regulations) , a Corrective Action Plan (CAP) (enclosed for your <br /> information) must be submitted to PHS/EHD for review and <br /> concurrence. <br /> Section 2725 (d) (e) (f) (g) describes the various specific elements <br /> and objectives that should be included in the CAP. <br /> Section 2725 (f) requires the responsible party to identify and <br /> evaluate at least two active remediation alternatives for <br /> restoring or protecting the groundwater to background levels or <br /> to levels that do not negatively impact the beneficial uses <br /> designated by the State for the groundwater. <br /> The State Water Resources Control Board (SWRCB) and the Central <br /> Valley Regional Water Quality Control Board (CVRWQCB) have <br /> determined standards for water quality for the State and for the <br /> Central Valley region. The CVRWQCB has established a Basin Plan <br /> for groundwater in this area which lists the beneficial uses as <br /> municipal and domestic supply, agricultural supply, and <br /> industrial supply. <br /> In 1968 , the SWRCB passed Resolution 68-16, seeking to maintain a <br /> high quality of water in the State. This resolution requires <br /> dischargers, if technically feasible, to restore impacted waters <br /> of the State to original background levels.
