L
El
41674 CHRISTY STREET • FREMONT,CA 94538-3114 "
TELEPHONE:(415)659-0404 • FAX:(415)651-4677 R
CONTR. LIC. NO.464324
1
March 14, 1988 NA
San Joaquin Local Health District
P.O. Box 2009
Stockton, CA 95201
Attn: Mr. Dan Moe
Re: Proposed Work Scope for Soil Sampling Plan of Native Soil at
City of Stockton's Smith's Canal Pumping Plant Copy Exceltech Project No. 2423D
Dear Mr. Moe:
This letter presents our work plan to drill one (1) exploratory boring and collect a soil
sample for analysis at the City of Stockton's Smith's Canal Pumping Plant. The purpose of the
sampling is to ascertain whether soil contamination has occurred near a 5,000 gallon diesel
tank at the site. It is our understanding that Mr Jim Escabar (City of Stockton) has been in
contact with you and that the San Joaquin Local Health District (SJLHD) requires one (1)
native soil sample to be collected.
One exploratory boring will be drilled adjacent to the tank location. It is our understanding
that a SJLHD representative will advise the drill crew of the boring location on-site. Soil
samples will be collected at five foot intervals during drilling using a modified California
sampler equipped with brass liners. Samples will be logged, sealed with foil, capped, and
packed on ice for transport to an analytical laboratory. Disposal of drill cuttings is the client's
(City of Stockton) responsibility. The borehole will be backfilled with a SJLHD approved
grout mix upon completion.
The lowermost sample from the boring (collected in native soil) will be analyzed for total
extractable hydrocarbons (diesel compounds) at a state-certified analytical laboratory using
EPA-approved methods. Exceltech will prepare a brief letter report complete with sample
location, a brief borehole log, and a copy of the chemical analysis report. It is our
understanding that the boring location is easily accessible and not obstructed by overhead
wires and underground lines.
A drilling date will be designated when the permit is approved. We will advise you of the date
when it is confirmed.
BRANCH OFFICE. 17882 GEORGETOWN LANE • HUNTINGTON BEACH,CA 92647-7146 9 PHONE(714(842-3999 • FAX(714(842-6368
