Kleinfelder &Associates are still on site and not being monitored.
Laboratory analyses for the groundwater samples indicated that EPA Method 624
utilized elevated detection limits (greater than currently accepted 0.5 ppb) and reported
the results as "< 4.4 ppb for Benzene". Since other constituents for other analyses also
appeared to be tested above currently accepted detection levels, you may want to re-
sample the wells now and utilize current acceptable detection limits to verify the quality
of the groundwater. Any sample results are to be submitted to PHS-EHD. Our time for
review of the results is billed at $78 per hour. Billing party information must be
submitted and a minimum three (3) hour prepayment of$234 must be made with the
submission of the results.
Current San Joaquin County Developmental Code requires that wells must serve their
intended purpose or must be properly destroyed under a permit issued by PHS-EHD.
Sites that will be destroying monitoring wells are also required to establish an oversight
account with PHS-EHD. For either situation, the billing party responsible for the site will
need to complete, sign, and submit the required form ("PHS-EHD green", enclosed) and
a pre-payment of$234 to cover the initial oversight costs.
In addition, monitoring well destruction requires a permit application (enclosed) and a
$60 fee. A short workplan that describes the methods, materials, and schedule
proposed for the procedure must be submitted for review and approval by PHS-EHD
staff.
A Division of San Joaquin County Health Care Services
