EI Dorado Street, Suite 200 <br /> Stockton, California 95202 <br /> NORTH SHORE PROPERTY, STOCKTON: OVERSIGHT AND CONSULTATION <br /> AGREEMENT COST OVERRUN <br /> Dear Mr. Pinkerton: <br /> Thank you for the opportunity to look into the costs exceeding the original estimate <br /> totaling $71,000 outlined in the Oversight Agreement and subsequent Amendment to <br /> the Oversight and Consultation Agreement, Docket Number HSA-A 99/00-046. <br /> Enclosed is an addenduA-to the original cost estimate for an additional $15,456 to <br /> complete the remaining activities outlined in the Agreement, including the completion <br /> of the Remedial Action Plan. <br /> CQst_Estimate Overrun <br /> I believe it is important to provide our findings on why costs exceeded the original <br /> estimates. First, the Public Participation Plan, which is typically prepared by the <br /> consultant and reviewed by the Department of Toxic Substances Control (DISC), was <br /> developed using DTSC staff. The original cost estimate did not include hours for <br /> DTSC to complete this activity. Second, the original and amended estimates of hours <br /> assigned to DTSC's Geological Support Unit and the Human and Ecological Risk <br /> Division (i.e., Toxicologists' time for review and comment on the Risk Assessment <br /> Work Plan and the Draft Risk Assessment documents) were exceeded due to the <br /> unanticipated complexity of the Site and the volume of information provided in the Risk <br /> Assessment. Additionally, during the development of the initial cost estimate, DTSC <br /> did not anticipate the amount of time necessary to coordinate with and address the <br /> concerns of the Regional Water Quality Control Board in determining if the remedial <br /> action objectives were appropriate for the site. <br /> The energy challenge lacing California is real.
