Treadwell&Rollo <br /> 12 December 2000 <br /> Project 2597.04 <br /> Mr. Jeff Wong <br /> San Joaquin County Environmental Division <br /> 304 East Weber Street, Third Floor <br /> Stockton, California 95202 <br /> Subject: Work Plan for Soil and Groundwater Characterization <br /> 244,246 and 248 Fremont Street, Stockton, California. <br /> Dear Mr. Wong: <br /> This work plan has been prepared by Treadwell& Rollo, Inc., on behalf of the Stockton <br /> Department of Housing and Redevelopment(DHR)to conduct a soil and groundwater <br /> investigation for the property located at 244, 246 and 248 Fremont Street(Site) in Stockton, <br /> California(APN 137-230-03) (Figure 1). No previous soil or groundwater investigations have <br /> been conducted onsite and there are no known hazardous material releases to the soil or <br /> groundwater. <br /> We understand that the site is proposed for possible renovation or redevelopment, and the <br /> purpose of this investigation is to identify significant hazardous materials issues in onsite soil or <br /> groundwater. Attached are completed copies of the San Joaquin County and Master File Record <br /> (MFR) and Well Permit Application forms. <br /> SITE DESCRIPTION AND BACKGROUND <br /> The Site includes a one-story commercial building bounded by West Fremont Street on the <br /> north, Lindsay Street on the south, Monroe Street on the west, and Madison Street on the east. <br /> It is reported that beginning in approximately 1917,the site has been used for commercial <br /> purposes involving,but not limited to, dyeing and cleaning, neon sign manufacturing, <br /> automotive repair, roofing, ambulance service, car rental, and carpet cleaning. The current <br /> building was constructed of brick and concrete and appears to have been constructed before <br /> 1950. The site is currently occupied by two tenants, TG's Body Shop and Carpet Plus. <br /> Based on our previous work in the area, we expect the shallow subsurface conditions beneath the <br /> site to consist of silty sands and clays with occasional sand lenses down to approximately twenty <br /> five feet deep. Groundwater will likely be encountered at approximately 15 to 20 feet below <br /> ground surface (bgs).
