I
PUBLIC; HEALTH SERVICES
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION
Karen Furst, M.D. , M.P.H. , Health Officer
304 East Weber Avenue, Third Floor • Stockton, CA 95202
209/468-3420
STEVE JERKINS !JUL 13 2001
SUPERINTENDENT OF ENGINEERING
CRYSTAL CREAMERY AND BUTTER COMPANY
PO BOX 1313
SACRAMENTO CA 95086
RE : Crystal Creamery and Butter Company CODE : 2098
404 W Fremont St,
Stockton CA 95203
A meeting was held at San Joaquin County Public Health Services, Environmental Health
Division (PHS/E1-ID) conference room on July 13, 2001 . Representing Wallace-Kuhl
Associates, Inc. (WKA) were Kurt Balasek, Matthew Taylor, and John Pfeiffer.
Representing PHS/EHD were Dot Lofstrom and Jeffrey Wong. The following is a
summary of the discussion at the meeting.
PHS/EHD agreed with WKA that a low level air sparging system coupled with a soil vapor
extraction system is likely to prove to be the most effective method to remediate petroleum
hydrocarbon contamination in groundwater at the site. Submit a Corrective Action Plan
(CAP) that includes an evaluation of at least two alternative technologies, the remediation
system proposal, and the engineering specifications of the system as PHS/EHD previously
directed in our letter dated May 8, 2001 . PHS/EHD also recommends that additional
monitoring points be included in the remediation system proposal to establish a baseline
before installation of the system Submit the CAP/work plan proposal to PHS/EHD by
August 31 , 2001.
PHS/EHD and WKA personnel discussed the use of Gore-Sorbet@ technology at the site.
PHS/EHD does not consider the use of Gore-Sorber@ technology to be warranted at this
time. However, PHS/EHD is open to the use of Gore-Sorber® if the conditions change or
new information justifies the use of the technology.
If you have any questions, please contact Jeffrey Wong at (209) 468-0335.
Donna Heran, RENS, Director ?
Erlvironmental Health Division -
d . c v
Jeffrey ong, HS Dot Lofstrom RG
LOP/Site Mitigation Unit IV LOP/Site Mitigation Unit IV
c: RWQCB, Central Valley Region — Warren M.
