Treadwell & Rollo has been retained by the City of Stockton to
coordinate the environmental issues at this site and three other sites within the North Shore Banner
Island project currently being supervised by the San Joaquin County Environmental Health
Department (SJCEHD) in the underground storage tank program. The other three sites are:
1 . 420 North Madison Street (Carando)
2. 424 North Van Buren Street (Chase West)
3 . 423 North Madison Street (Chase East)
Treadwell & Rollo and City of Stockton representatives met with you and Margaret Lagorio on
5 December 2003 and discussed the planned Banner Island Northshore redevelopment and how
it will impact these four sites.
BACKGROUND AND CURRENT SITE CONDITIONS
The eastern half of the site is currently being used as a dairy distribution center and is paved and
covered with buildings. The western half of the site is vacant and unpaved but was previously
part of the dairy distribution operations. The site is enrolled in, but not currently funded by the
Underground Storage Tank (UST) cleanup fund.
A 10,000 gallon capacity UST used for gasoline was removed on 3 September 1986 and found to
have leaked. Soil samples collected beneath the UST in 1986 contained total petroleum
hydrocarbons as gasoline (TPH-g) at up to 3,600 mg/kg. The excavation was deepened in
October 1986, and January and July 1987 . A monitoring well was installed near the former UST
location in 1986 and seven more between 1992 and 2001 .
Nine groundwater-monitoring wells are being sampled as part of an ongoing groundwater-
monitoring program conducted under the oversight of the SJCEHD. Three soil vapor extraction
wells and three air sparge wells were previously installed as part of vapor extraction and air
Treadwell & Rollo, Inc.
