(AGE) . The RAP-WP is in response to
the positive results of the combination insitu air sparge (IAS) and soil vapor extraction
(SVE) pilot test that was conducted over a 72-hour period in June 2010 . Based on this,
your consultant has submitted the design specifications to install and activate IAS/SVE
as the full remedial action . Also included in the RAP-WP were the specifications and
locations of one additional SVE well and four additional IAS wells onsite.
Before the EHD can complete our review of the RAP-WP and provide a tentative
approval , some additional information is required. California Code of Regulations (CCR,
Title 23 , Division 3 , Chapter 16, section 2728) requires that the public be notified prior to
enactment of a corrective action and be provided with a comment period . In order to
satisfy this requirement, please submit an executive summary so that the EHD may post
the site and advise the public of the intent to conduct a corrective action. The executive
summary is a short concise document, written so as to be understandable to the general
public and is limited to one page of paper with no letterhead/business name present.
Please include a very brief, non-technical history of the site, a brief description of the
action you are proposing , the expected time the action will be active, a description of the
impact(s), if any, that the public in the area could be exposed to, and how the site will
remain after the action is completed .
After the EHD receives and approves the executive summary, the EHD will post the site
and the public will be provided a 30-day comment period to contact the EHD with any
questions or complaints they may have. If no significant objections are received by the
public at the end of the public comment period , the EHD will advise you that you may
implement the RAP-WP .
