M Guardino - Crawford 4- March 16 , 2010 <br /> Claim No . 14349 <br /> t <br /> • Free-phase product in groundwater has been removed to the full extent <br /> practicable, in accordance with the UST Regulations (Title 23 , CCR , <br /> Section 2655) . <br /> • Contaminants remaining in the vadose zone cannot migrate in soil vapor <br /> or leach at concentrations that would cause groundwater to exceed water <br /> quality objectives . <br /> • There are no existing water supply wells , surface waters or other <br /> receptors threatened by the remaining contaminants in soil or <br /> groundwater. <br /> • Pollutants remaining in groundwater do not create or threaten to create <br /> risk to human health and safety, or to future beneficial use(s) of the <br /> groundwater. <br /> • The plume size is stable and sufficiently delineated in lateral and vertical <br /> extent and contaminant concentrations detected in groundwater show a <br /> decreasing trend with time . <br /> There are no current or anticipated uses of the impacted groundwater <br /> within the timeframe projected to meet water quality objectives . <br /> In summary, the remaining mass of hydrocarbons in soil and groundwater is <br /> minor, the extent of contamination is defined , the groundwater plume is shrinking , <br /> and Water Quality Objectives will be achieved in a few years. <br /> Note : The May 2009 review contained erroneous data and an inappropriate <br /> recommendation . Staff intended to file the following May 2009 recommendation : <br /> The San Joaquin has directed the Responsible Party to submit a feasibility study. <br /> The Fund concurs with this action and will review this site next year to track <br /> progress . <br /> UPDATED , March 2010 : This site has been under investigation for 21 years and <br /> no active remediation has been conducted . By letter on 22 July 2009 , the San <br /> Joaquin County LOP directed the Responsible Party to submit a work plan to <br /> conduct a soil vapor extraction pilot test.
