<br /> San Joaquin County Environmental Health Department (EHD) has received the November 2001
<br /> Quarterly Monitoring Report(QMR),dated January 15,2002,prepared by JJW Geosciences,Inc.
<br /> OJW). Analytical results of the samples collected from monitoring well#2 (MW-2) in November
<br /> 2001,were 130 micrograms per liter(µg/L) total petroleum hydrocarbons as gasoline (TPH-g),
<br /> dropping from the previous concentration level of 1,100 µg/l in November 2000,and 4.1 µg/l
<br /> benzene,dropping from the previous 33 µg/l. TPH-g and benzene in samples from MW-1,MW-3,
<br /> and MW-4 were not detected. Please note that the sampling event in November 2001 was the first
<br /> sampling event since December 2000. The report did not include the information required for
<br /> closure as requested by EHD by letters dated October 29,2001,and December 31,2001. JJW stated
<br /> in the QMR that the additional information would be submitted in a closure report. EHD has not
<br /> received the closure report to date.
<br /> On May 1,2002,EHD and Central Valley Regional Water Quality Control Board (CVRWQCB)
<br /> agreed that an additional quarterly monitoring event is required to verify the drop in contamination
<br /> level. You are required to analyze all oxygenates,including gas-additives such as 1,2-DCA and EDB.
<br /> EHD recommends using EPA Method 8260B for all oxygenates and gas-additives since it is usually
<br /> the most cost-effective alternative. Report all peaks on the 8260B run and include the
<br /> chromatographs in the quarterly report. To justify site closure or to make recommendations on how
<br /> to bring the site toward closure,EHD requests that the above-mentioned information,including a
<br /> well survey, demonstration of the stability of the plume,a discussion of the remedial effectiveness
<br /> (or non-effectiveness) of oxygen releasing compound(ORC)use,and a calculation of the remaining
<br /> contamination mass be included in the same quarterly monitoring report. Submission of the
<br /> information in a separate report is neither cost-effective nor required by EHD. Conduct an
<br /> additional quarterly monitoring event by June 1,2002,if you have not already done so. Submit the
<br /> quarterly monitoring report to EHD by July 15,2002. If you have any questions, feel free to contact
