A soil suitability and nitrate loading study incorporating proposed staff and customer use shall be <br /> submitted to the Environmental Health Department , indicating that the area is suitable for septic <br /> system usage . The studies must be approved by the Environmental Health Department prior to <br /> issuance of building permit (s) . ( San Joaquin County Development Title , Section 9- 1105 . 2 ( d ) ) . The <br /> fee will be based on the current schedule at the time of payment . <br /> The sewage disposal system shall comply with the onsite wastewater treatment systems standards <br /> of San Joaquin County prior to approval . A percolation test conducted in accordance with the E . P . A . <br /> Design Manual - Onsite Wastewater and Disposal Systems is required for each parcel . The fee will <br /> be based on the current schedule at the time of payment . <br /> Note : The Environmental Health Department received and reviewed a soil suitability and nitrate - <br /> loading study dated November 30 , 2020 ( Service Request# SR0082985 ) . <br /> 2 . Applicant shall contact Robert McClellon , Program Coordinator , Small Public Water System <br /> Program , at ( 209 ) 468 - 0332 , to determine if the existing well can be permitted as a public water <br /> system prior to issuance of building permits . If a public water system is required , applicant shall <br /> submit a Small Public Water System preliminary technical report to the California State Water <br /> Resources Control Board , Division of Drinking Water (Water Board ) at least six months before <br /> initiating construction of any water related improvement , as defined . The issuance of a permit to <br /> operate a small public water system by the local primacy agency ( EHD ) is prohibited without the <br /> concurrence of the Water Board . E . with the SWRCB Division of <br /> Drinking Water at ( 209 ) : 948 -3963 concerning the requirements for preliminary technical report <br /> submittal prior to issuance of building permits . <br /> If the Water Board determines that an onsite well shall be used as the potable water source , a permit <br /> application to operate Small Public Water System shall be submitted to the EHD for approval prior <br /> to issuance of building permits . To issue a permit to operate , concurrence from the Water Board is <br /> required .
