On January 16, 1987, <br />' removal and closure of the 10, 000 gall11 on transformer oil storage <br /> ii <br /> tank, sump, and piping were performed by S.O. S . International, <br /> Inc. After removal operations were complete, soil samples were s <br /> i <br /> obtained from the excavations in accordlance with the requirements <br /> of the San Joaquin Local Health District. Inspection of the tank <br /> revealed no holes or apparent corrosion. Locations of the soil <br /> samples are presented on Drawing No. 2 :1, Due to uncertain weather t <br /> conditions and safety concerns, the excavations were backfilled <br /> and compacted. 1 <br /> 2 . 3 Nature of the Investigation: On January 26, 1987, <br /> results of the soil samples obtained during the closure <br /> operations by Twining Laboratories, Incl . personnel were submitted <br /> Lto Ms . Cotulla of the San Joaquin Local Health District. Upon <br /> review of the results, Ms . Cotulla indicated that the detectable <br /> r <br /> { concentrations of oil, and grease present in the soil samples were � <br /> high enough to warrant further invlstigation. Ms. Cotulla <br /> requested that a work plan outlining the additional investigation <br /> be submitted to the San Joaquin Local Health District. Based on <br /> a telephone conversation between Ms . Cotulla and Mr. Karl Kerner <br /> of our office, there are three areas that warrant further <br /> investigation. These three areas of concern are: 1 ) soil beneath <br /> the underground tank towards the fill end (oil and grease <br /> content, 220 mg/kg) , 2 ) soil beneath tthe sump (oil and grease <br /> content, 200 mg/kg) , . 3) soil beneath product line from the sump <br /> � aZl L021I2 tA.
