F00T1JI1LL <br /> ENGINEERING <br /> . 12793 PADDY CREEK LANE LODI CA-395240' - <br /> PH C209> 368-9381 FAX(209) 367-1r: ¢3 <br /> N ' - <br /> April 18, 2002 <br /> Mr Michael Infurna <br /> San Joaquin County Public Health Services w <br /> J <br /> Environmental Health Division <br /> • P O Box 388 <br /> Stockton, CA 95201 <br /> Subject Connell Motor Truck Co - 2211 N Wilson Way Stockton CA 95205 <br /> Site Code 39-1304 <br /> RE Phase 3 Work Plan for Vertical and Horizontal Delineation of Plume - Monitoring Wells in the <br /> Existing Tire Storage Building <br /> Dear Mr Infurna <br /> Please find below the Work Plan for an additional soil boring and two monitoring wells as we verbally <br /> discussed on April 10, 2002 <br /> HISTORY OF UST REMOVAL AND OVER-EXCAVATION AND EXISTING GROUNDWATER <br /> MONITORING <br /> On June 11, 1998,the three USTs on this site were removed by Jim Thorpe Oil,Inc of Lodi, California <br /> under PHS/EHD permit and oversight Asper the work plan for the removal,soil samples were extracted <br /> and analyzed for BTEX, TPHgas, TPHdiesel, and Oxygenates (see summary of results attached) The <br /> analysis indicated the soil under and near the dispensers was contaminated with both Gasoline and <br /> Diesel The soil underneath and surrounding the three USTs was analyzed as non-detect for all <br /> compounds The tank excavation was backfilled with onsite pea gravel <br /> Over-excavation of the dispenser area was started and suspended on December 10, 1998 with less than <br /> 50% of the planned work completed The excavated area was backfilled with pea-gravel and the <br /> • excavated soil was stockpiled on the site Work was suspended due to the discovery of a large volume <br /> of contaminated soil found below and adjacent to the pump islands The test results from Sherwood Labs <br /> indicated that the petroleum contamination was old and highly degraded Due to the extent of the <br /> petroleum contamination,the PHS-EHD ordered a delineation of the contaminating plume and a ground <br /> water investigation <br /> To this date eleven soil bores with twelve monitoring wells have been installed These wells have <br /> partially defined the upper limits of the contamination in the areas of the fuel dispensing islands and the <br /> • surrounding area The areas north, east, and south of the fuel islands have been defined The area inside <br /> the tire storage building has one shallow and one deep monitoring well in a single soil bore Both of these <br /> 1 <br />
