Analysis <br /> General Plan <br /> The subject property is designated Residential Medium Density on both the County's General Plan and <br /> Zoning maps. The Religious Assembly -Community use type may be conditionally permitted in an R-M <br /> zone with an approved Use Permit. <br /> Prosect <br /> The intent of the Fencing and Screening chapter contained in the Development Title is to prescribe <br /> standards for the fencing and screening to protect public security and safety, conserve and protect <br /> property, and improve the general appearance of San Joaquin County. <br /> In lieu of requiring construction of a solid masonry wall along the eastern property line and the existing <br /> adjacent two-story residential structures, the Community Development Department is recommending an <br /> alternative as permitted by Section 1022.6 of the Development Title. The department is recommending <br /> that the new church building maintain a minimum setback of twenty (20)feet from the eastern property <br /> line and that this setback area be densely landscaped. <br /> The Community Development Department is recommending the above modification because of the <br /> existing siting, fencing, and landscaping of the adjacent townhouse, the site location of the existing <br /> church facility, and the proposed siting and entrance features of the proposed church. The proposed 20- <br /> foot-wide building setback and landscape requirement will, in this case, more clearly meet the intent of <br /> the Fencing and Screening chapter than a solid masonry wall. <br /> The proposed project complies with all County development requirements. <br /> San Joaquin County UP-00-23\First Missionary Baptist Church <br /> Community Development Page 3 <br />
