USE PERMIT PRE-APPLICATION NO. UP-00-21 OF DELTA <br /> JF CHURCH OF THE NAZARENE (C/O H. LEROY MINATRE). <br /> A Use Permit pre-application to propose a church development consisting <br /> of Religious Services, Sunday School, and Recreational Uses. Church to <br /> be developed in three phases. Phase One to contain 150 seats, Phase Two <br /> contain 250 seats, and Phase Three to contain a combined total of 499 <br /> seats. Located on the east side of Lower Sacramento Road, Stockton <br /> (APN: 084-050-04; Address: 10702 N. Lower Sacramento Road, <br /> Stockton). <br /> Jeff Fisher, Assistant Planner; Wayne Former, Pastor, Leroy Minatre, applicant, Jeff Jennings, <br /> architect; Kermit Darrow, Building Division,were present for this item. <br /> Mr. Fisher introduced the project. <br /> Mr. Fisher informed the applicants that the General Plan designation is residential, and the <br /> Zoning is agriculture, which means the area is planned for residential development in the future. <br /> Therefore, the Development Title requires that a six to eight feet masonry wall will be required <br /> along the north and south property lines so as to screen the parking area and the church structures <br /> from any future residences on the adjacent properties. Mr. Fisher indicated on the plan where the <br /> masonry wall would need to placed. Mr. Fisher and Mr. Van Buren agreed that the masonry <br /> wall could be built in phases. <br /> Mr. Fisher asked the applicants if the recreational facilities were accessory uses to the church. <br /> Pastor Wayne Former explained the uses of the recreational facilities and indicated that they <br /> would be for church members and their friends. <br />
