4 <br /> # Ciant biscount Tire Center <br /> Facility No 39-TT-0885 <br /> Page 2 of 3 <br /> 14 CCR 17351 hire Prevention Measures <br /> At the time of this inspection, adequate fire fighting suppression equipment (water extinguisher and pike poled as <br /> defined by this section was not onsite. The operator needs to contact the local fire authority and receive written <br /> verification if fire requirements other than those specified in this section are acceptable. <br /> Pursuant to this section, the operator must provide the following fire fighting suppression equipment: <br /> (A) Adequate equipment to aid in the control of fires, including: <br /> • one (1) dry chemical fire extinguisher <br /> • one (1) two and one-half gallon water extinguisher <br /> • one (1) pike pole at least ten feet in length <br /> • one (1) round point and one (1) square point shovel <br /> (B) Adequate water supply for use by the local fire authority. The water supply shall be capable of <br /> delivering at least 1000 gallons per minute for a duration for at least three (3) hours and at least <br /> 2000 gallons per minute for a duration of at least three (3) hours if the sum of altered plus whole <br /> waste tires exceeds ten thousand (10,000). <br /> All of the fire prevention measures referenced in (A) and (B) above shall apply unless the local fire <br /> authority having jurisdiction over the particular facility determines that a different requirement is necessary <br /> or adequate to meet the intent of this regulation for fire control and the protection of life and property. If <br /> such determination is made, written notification from that fire authority shall be provided to the CIWMB. <br /> 14 CCR 17353 Vector Control Measures <br /> At the time of this inspection, staff was unable to verify vector control measures in place for the WTF. Pursuant <br /> to this section, all waste tires should be stored in a manner which prevents the breeding and harborage of <br /> mosquitoes, rodents, and other vectors by the following means: <br /> • Cover with an impermeable barrier, other than soil, to prevent the entry or accumulation of <br /> precipitation; or <br /> • The use of treatments or methods to prevent or eliminate vector breeding as necessary, provided the <br /> control program is approved as appropriate and effective by the local vector control authority, if <br /> such authority exists. If no local vector control authority exists, the local health department and the <br /> State Department of Health Services shall approve the vector control plan. Any control program <br /> approved by the local vector control authority shall be subject to CIWMB concurrence at the time <br /> of issuance or renewal of the permit. <br /> 14 CCR 17354 Storage of Waste Tires <br /> At the time of this inspection, approximately 1,300 waste tires were being stored on the premises. Waste tires <br /> were still affixed to the rims and the site was not constructed to protect bodies of water from runoff of pyrolytic oil <br /> which might result from a tire fire. <br />
