Rf mlcl-�-lfRNfR <br />Mr. Charles Leubner <br />20 January 1997 <br />Page 2 <br />All of the tanks were removed by the following general procedures: <br />Product in the pipelines was drained into the tanks prior to cutting piping associated <br />with the tanks. <br />Soil over the top 1/3 of the tanks was excavated prior to their removal from the <br />excavation. <br />Gasoline tanks were rinsed using high pressure water and the rinsate was <br />transported to the Demenno/Kerdoon facility in Compton, California by Ramos <br />Environmental Services. The diesel tanks were not rinsed prior to their removal. <br />Dry ice was added to the tanks to create an inert atmosphere before they were <br />removed from the excavation. <br />The tanks were removed from the excavations only after regulatory agency staff <br />monitored the oxygen and lower explosive limit (LEL) in the tank and determined <br />they were at acceptable levels. <br />Following their removal, the tanks' exterior was inspected by the San Joaquin <br />County Environmental Health Division representative to determine if corrosion or <br />holes were evident. <br />The tanks were transported on flat bed trucks for disposal at the Erickson, Inc. <br />facility in Richmond, California. The tanks were marked with identification <br />numbers prior to leaving the site. <br />Copies of manifests for the materials transported from the site for disposal are included in <br />Attachment A. Deviations from these general procedures are noted in the discussions presented <br />below. <br />REMOVAL OF DIESEL TANKS <br />Excavation of Tanks <br />The asphalt over the three diesel tanks was removed and soil was excavated from the sides of the <br />three diesel tanks on 23 December 1996. This soil was stored adjacent to the excavation on and <br />covered with plastic sheeting (see Figure 2). <br />Due to the long pipe run connecting the tanks to the fuel dispensers, the work plan for the removal <br />of the tanks included blowing product that remained in the pipelines back into the tanks with <br />compressed air prior to cutting the pipelines. Because the pump turbine had been removed from <br />tank T6, diesel product was inadvertently blown out of the turbine casing located at the southern <br />end of Tank T6. Most of the diesel product was reported to have been blown into the tank <br />excavation. <br />
