Analysis <br /> HistoN <br /> On July 1, 1998, the Community Development Department approved Site Approval Application No. SA-98-36 <br /> for a six-thousand (6,000) square foot shop/office building, a nine-thousand (9,000) square foot warehouse <br /> addition to an existing seven-thousand eight-hundred (7,800) square foot building, and an expansion of the <br /> existing parking area. <br /> On July 13, 1998, The property owner, Glenn Bramlett, appealed Community Development Department <br /> conditions regarding landscaping of the parking area. <br /> Property Owner's Appeal <br /> Appeal Statement No. 1 <br /> In his appeal, Mr. Bramlett made the following statement: <br /> "Landscaping, as required, is not consistent with this area of the Wilson Way corridor. Previous <br /> landscaped areas have served to attract (an) undesirable sector of society. These destroy planting, <br /> vandalize, (and) deposit trash specifically in this area. Additional landscaped areas would serve to entice <br /> this unwelcome sector deeper into our project, which would affect security and aesthetics." <br /> Response to Appeal Statement No. 1 <br /> The site, in its present condition, was permitted by a previous discretionary approval. A condition of this <br /> approval was the provision of twenty-nine (29) parking spaces, which are existing. Eleven (11) of these <br /> original spaces are eliminated in the current proposal, and eighteen (18) will remain as is. A minimum of <br /> sixty (60) spaces will be required to accommodate the proposed expansion. This will require the addition <br /> and replacement of forty-two (42) spaces. Current ordinance requirements were applied only to these <br /> forty-two (42) spaces, not the existing eighteen (18). <br /> The proposed Site Plan (see attached) is not accurate. The number of parking spaces included in the <br /> "existing sitework" portion of the map is actually 18, not 22 as the map depicts. Also, the applicant has <br /> indicated the location of only 26 additional spaces, not the required 42. <br /> Section 9-1020.5[aj of the Development Title states, "Parking areas with more than twenty (20) stalls <br /> shall provide a minimum of five percent (5%) of landscaping within the perimeter of the parking area, not <br /> including landscaping along the street frontage." The number of required parking spaces in the proposed <br /> parking lot exceeds twenty (20); therefore, the aforementioned ordinance applies to this project. <br /> Appeal Statement No. 2 <br /> In his appeal, Mr. Bramlett made the following statement: <br /> "Parking area trees would be limited to a strip between parking stalls due to the narrowness of the site. <br /> These tree would obstruct the only visible signage, as well provide dark cover and structure for the same <br /> above mentioned elements which are of great security concern to ourselves and tenants, especially <br /> during evening hours." <br /> San Joaquin County SA-98-36\Bramlett <br /> Community Development Page 5 <br />
