E1 Pinal St. <br /> Stockton, Ca 95205 <br /> Dear Mr. I.eubner: <br /> With reference to the 8, 400 gall.on storage tank located at <br /> 1932 N. El_ Pinal, the follo,ei ng i> a summation of our <br /> findings: <br /> 1. On February 19, 1990, we conducted lines tests using <br /> helium with a minimum of 30 PSI applied against the lines . <br /> The Vent, Suction, and Phase II Vapor Recovery lines all <br /> held pressure for a minimum of one hour. These lines can be <br /> considered product tight. <br /> We also discovered a 4-inch diameter line that was <br /> connected to the tank and exited the ground at the south end <br /> of the pump island. If_ this line was not bled of vapors <br /> during the previous precision testing, it very likely was <br /> the cause of the failure. <br /> 2 . On February 21st, the 4-inch line was disconnected from <br /> the tank and a venting riser installed in the same tank <br /> opening. The tank was then topped off with product and all <br /> visable tank and line connections were observed for seepage. <br /> No seepage was evident . <br /> 3 . On Feburary 22nd, a. precision test was performed and the <br /> results allow us to call the tank system tight . The <br /> loss/gain figure was +. 023 with a 99% cor)fidence level of <br /> -'-/- . 007 . <br /> 4 . On February 28th, the tank recovering was completed and <br /> the 4-inch line at the south end of the pump island was <br /> partially packed with concrete.
