r <br /> Analysis <br /> Background <br /> On October 29, 2004, the applicant submitted General Plan Map Amendment Application No. PA- <br /> 0400666 to amend the General Plan designation of the southern 11.26 acres of a 19.13-acre parcel from <br /> A/UR (Agriculture-Urban Reserve) to R/L (Low Density Residential) and Zone Reclassification Application <br /> No. PA-0400668 to change the zoning of that same portion of land from AU-20 (Agriculture-Urban <br /> Reserve, 20 acre minimum) to R-L (Low Density Residential). <br /> On January 6, 2005, after considering oral and written testimony, the Planning Commission voted 4-1 to <br /> forward the General Plan Map Amendment and Zone Reclassification applications to the Board of <br /> Supervisors with a recommendation to approve. There was substantial opposition to the project; <br /> however, prior to the Board of Supervisors hearing, all issues were resolved. The items were heard <br /> before the Board of Supervisors on October 25, 2005. After hearing and considering oral and written <br /> testimony, the Board of Supervisors voted 5-0 to approve the General Plan Map Amendment and Zone <br /> Reclassification applications. <br /> Minor Subdivision <br /> The applicant submitted Minor Subdivision Application No. PA-0500764 to subdivide the 19.13-acre <br /> parcel into two parcels. The southern 11.26 acres will be the site of the proposed Major Subdivision, and <br /> the northern 7.87 acres will remain the site of the evaporation ponds for the Woodbridge Sanitary District. <br /> The recordation of the Parcel Map for the Minor Subdivision will be a condition of the Major Subdivision <br /> application. <br /> Lot Line Adjustment <br /> As part of the settlement agreement between the applicant and the opponents to the proposed project, <br /> the applicant has agreed to grant a strip of land along the southern border of the project site to the <br /> adjacent neighbors to the south. The strip of land to be granted is labeled as Lots A and B on the <br /> Tentative Map. However, if the Major Subdivision is approved by the Planning Commission, the applicant <br /> will be required, as a condition of approval, to submit a final map eliminating Lots A and B and <br /> incorporating the property lines into the corresponding lots. The applicant is then planning to submit a Lot <br /> Line Adjustment application to adjust the lot lines of the parcels in question. <br /> Neighborhood Opposition/Concern <br /> The Community Development Department received two letters in opposition or with concern to the project. <br /> The following are the issues raised in the letters: sewer capacity, and loss of agricultural land. <br /> The applicant has submitted a "will serve" letter from the Woodbridge Sanitary District stating that there is <br /> adequate capacity to serve the proposed subdivision with public sewer services. In October 25, 2005, the <br /> Board of Supervisors approved the Zone Reclassification of the project parcel from AU-20 (Agriculture- <br /> Urban Reserve, 20 acre minimum) to R-L (Low Density Residential) and the General Plan designation from <br /> A/UR (Agriculture-Urban Reserve) to R/L (Low Density Residential). The parcel is now able to meet the <br /> requirements for residential subdivisions.
