The <br /> following portable containers were observed with insufficient secondary containment: <br /> -Two 55 gallon drums of automatic transmission fluid were observed in the shop on an Eagle model 1632D spill <br /> pallet that only holds 30 gallons. <br /> -One 55 gallon drum of motor oil was observed in the shop on an Eagle model 1632D spill pallet that only holds 30 <br /> gallons. <br /> -Seven 55 gallon drums of motor oil were observed in the storage containers outside the shop without any <br /> secondary containment. <br /> REGULATION GUIDANCE: Portable oil storage containers must be positioned or located to prevent a discharge <br /> and shall be furnished with a secondary means of containment sufficient to contain the capacity of the largest single <br /> container with sufficient freeboard to contain precipitation. <br /> CORRECTIVE ACTIONS: Immediately provide sufficient secondary containment for this and all other portable <br /> containers at this facility,or provide impracticability determination pursuant to CFR 112.7(d). Ensure that the SPCC <br /> plan adequately discussed the secondary containment for all portable containers. Submit a corrective action <br /> statement and the amended SPCC plan to the EHD within 30 days. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by January 30, 2019. <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
