i <br /> kt <br /> I <br /> Analysis <br /> On March 7, 1991, the Planning Commission recommended to the Board of Supervisors that the subject <br /> site be rezoned from AG-40 to RI-8 and approved the 27-lot Major Subdivision subject to the Board's <br /> ' approval of the Zone Reclassification. On March 28, 1991, the Board of Supervisors approved the <br /> applicant's request to rezone the site. While the tentative map would have typicalty been valid for three <br /> years, or until March 28, 1994, the State Legislature, due to the slow economy, passed SB 428, which <br /> F granted an automatic two-year extension for all tentative maps valid on September 13, 1993, and which <br /> extended the life of this tentative map until March 28, 1996. <br /> During the ensuing years,the economy has remained slow, and recently there have been changes in the <br /> financing plan for the project, which has resulted in the property owner requesting this three-year Time <br /> Extension.
