L
STATE OF CALIFORNIA - Environmental Protec_. . Agency PETE WILSON, Governor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD
CENTRAL VALLEY REGION
3443 Routier Road, Suite A -.;'t IJ
Sacramento, CA 95827-3098 'GE
PHONE: (916) 255-3000
FAX: (916) 255-3015 Jr; NOV Q I: 22
2 November 1994
Mr. Larry Silva
Tosco Northwest Company
601 Union Street
Seattle, WA 98101
SITE CHARACTERIZATION WORK PLAN, BRITISH PETROLEUM PRODUCTS,
STOCKTON TERMINAL, SAN JOAQUIN COUNTY
On your behalf, EMCON Associates submitted a 20 October 1994 work plan to assess
British Petroleum Products'(BP) Stockton Terminal as part of transfer of the terminal to
Tosco. My sole comment on the work plan pertains to the proposed cone penetrometer test
(CPT) work and is described below.
The work plan proposes to characterize the site's stratigraphy by using CPT at four
locations. The depth of the CPT was not specified. Also, due to the predominantly westerly
ground water flow direction, I recommend that a CPT location be added in the vicinity of
monitoring wells (MWs) 1 and 2 if the CPT will go deeper than MWs 1 and 2.
I hereby approve the work plan conditioned upon my receipt of an adequate response to my
comment by 23 November 1994. Please inform me at least 48 hours prior to initiation of
field work so that I may be present to observe and/or split samples.
If you have any Questions, you may call me at (916) 255-3049.
PHILIP S.
