2941 NAVY DRIVE
12/31/96
I spoke with Alan Ito, Cal-EPA DTSC Statewide Compliance (916)
255-3627, concerning oil/water separators and bulk petroleum
storage facilities .
BACKGROUND: Spillage, overfills, and other releases at the
loading terminal are piped through an oil/water separator. The
water is discharged to the City of Stockton POTW and the oil
phase or gasoline, is pumped backed to the storage tanks .
QUESTION: Is the gasoline in the oil/water separator a waste. If
so, is it hazardous?
ALAN ITO: Under the H&SC sec 25250 . 3, the gasoline in the
oil/water separator is a partially refined virgin product with
nonhazardous contaminants. This gasoline would be exempt if
returned to the refinery for reprocessing.
