Page 9 of 44 <br /> Stockton Terminal Page C-7 <br /> FIGURE C-4-SITE SPECIFIC SPCC PLAN, CONTINUED <br /> 40 CFR, 112.7 <br /> e INSPECTIONS TESTS AND RECORDS <br /> • The Company has developed a tank inspection program for all storage tanks in accordance with the API 653 <br /> Standard.As tanks become available,clean and gas free,the Company will contract with a certified API 653 <br /> inspector to perform a complete thorough inspection of the tank. <br /> • An API 653 inspection includes performing non-destructive testing of the tank steel to verify corrosion <br /> conditions.The API 653 inspection reports are maintained at the office of the terminal manager. <br /> • When measurements or tank conditions are found to be out of API 653 specifications,the necessary repair <br /> work will be completed prior to returning the tank tooperational service. <br /> • Terminal personnel perform regular inspections of facility equipment,operations,and spill containment <br /> areas.Inspections are performed in accordance with written procedures detailed on each inspection sheet. <br /> • Inspection and testing records are made part of this plan, but kept at hte office of the terminal manager.All <br /> inspection records associated with this SPCC plan will be maintained fora period of three years. <br /> • Integrity testing will follow the guidelines listed above and examples of these records documenting the testing <br /> can be found in the appendices to this plan. <br /> • Liquid level gauging devices are tested monthly to ensure proper operation. Maintenance records are kept at <br /> he facility. <br /> PERSONNEL TRAINING AND DISCHARGE PREVENTION PROCEDURES <br /> 1 PERSONNEL TRAINING <br /> • The Company has developed an employee-training program that addresses proper operation and <br /> maintenance of equipment to prevent the release of oil into navigable waters. <br /> • Review of the terminal's SPCC Plan, new revised regulations/laws/instructions,safe handling of <br /> hazardous materials, review of product storage and transfer operations,and recognize and identify pollution <br /> prevention opportunities. <br /> • Annually the Company will provide update training in the form of on-site meetings with all employees. <br /> Employee trainin will include review and instruction in each of the following categories: <br /> • The Company provides initial awareness training to all employees prior to the employee commencing <br /> operational duties.The employees are informed of the SPCC Plan,the purpose of the plan,and proper pollution <br /> prevention practices. <br /> • The overall purpose of this training program is ensuring that employees are kept informed of current <br /> operational procedures,and applicable spill prevention methods. <br /> • Terminal Operator 1 (6-12 Months)A)Meet all requirements above—Must meet all requirements of an <br /> Operator Trainee and be signed off by the terminal manager upon completion of all the above and a <br /> performance review.B)CBT's—Keep current on CBT's C)24-Hour Hazwoper Training-Must receive the 24- <br /> hour hazardous waste operations and emergency response training.D)Hand lining,sampling,and tank <br /> temperature checks—Operator should know how to properly hand line,sample and use the PET correctly on <br /> he tanks.E)Railcar Training and Test—Operator should pass the railcar written exam for our facility and have <br /> a minimum of 60 hours on the rail spur.Operator should be able to handle railcar paperwork and checklist and <br /> unloading procedures. F)Understanding of truck rack operations—Operator should know our truck loading J <br /> procedures and how to use the meters at the loading rack.G)VCU—Operator should have basic training on the s �; <br /> vapor control unit.
