4 <br /> UNDERGROUND TANK MONITORING PLAN <br /> t AND EMERGENCY RESPONSE PLAN <br /> Date: August 15, 1996 <br /> Facility: Stockton Unified School District <br /> Corporation Yard <br /> 1944 North El Pinal Drive <br /> Stockton, California 95205 <br /> Tanks: One (1)20,000-gallon diesel storage tank <br /> One (1) 15,000-gallon gasoline storage tank <br /> The underground storage tanks at this site are Modern Welding Company manufactured double- <br /> wall steel tanks with fiberglass reinforced plastic exterior coating for corrosion resistance. <br /> Underground piping is pressurized and consists of a flexible primary fuel line within a flexible <br /> containment pipe (Total Containment Enviroflex Piping System). The underground piping slopes <br /> to the piping manhole sumps on the tanks. The secondary containment pipe is open to the piping <br /> manhole sump so a piping leak would run into the sump. <br /> The tank system is monitored continuously by an Incon "Tank Sentinel" monitoring system with <br /> liquid sensors located in the double-wall tank annular spaces, the tank manhole sumps and the <br /> dispenser sumps. The tank monitor console will be located in the transpiration office and is <br /> equipped with a visual and audible alarm. The liquid sensors located in the tank piping manhole <br /> sumps will automatically shut down the pumps if a release is detected. The pumps will also be shut <br /> down if the monitoring system fails. <br /> Tank pumps are equipped with mechanical line leak detectors. <br /> Person responsible for monitoring the tanks is Beth Scott, Transportation Director, (209) 953-4734. <br /> The tank monitoring system is tested and maintained by a certified third party company on an <br /> annual basis. <br /> In the event of a leak or spill, the District will notify the San Joaquin County Department of <br /> Environmental Health(209)468-3420. <br /> The District will notify the following company for the fastest cleanup of the spill or leak possible: <br /> 1.
