The work plan proposes to determine the source of
methyl tertiary butyl ether(MTBE) and define the lateral and vertical extent of the offsite MTBE plume.
Specifically, the work plan recommends to do the following: (1) Drill eight to 12 borings near the
loading rack and along the vapor recovery line and parallel to the western property boundary west of
monitoring well (MW) 8; (2) Collect continuous soil samples to five feet below the water table and
groundwater samples from each boring; (3) Analyze the samples for total petroleum hydrocarbons (TPH)
as gasoline, benzene, toluene, ethylbenzene and xylenes (collectively BTEX), and MTBE; (4) Perform
slug tests at selected MWs to estimate hydraulic conductivity; and (5) Submit an investigation report.
My comments on the work plan are presented below.
1. In addition TPHg, BTEX, and MTBE, the testing program also needs to include TPH as diesel.
2. The work plan proposes to define the lateral and vertical extent of MTBE pollution, but the proposed
groundwater sampling would define the lateral extent only. The work plan also should provide
provisions to define the vertical extent of pollution.
3. The investigation report should be prepared in general accordance with Attachment 1, Iters To Be
Included In A Site Assessment Report.
The work plan is hereby approved provided that it incorporates Items 1 and 2 above. By
29 August 2000, please submit a schedule to: (1) Implement the work plan and (2) Submit the
investigation report.
California Environmental Protection ,A ency
 Recycled Paper
