STATL OF CALIFORNIA — ENVIRONMENTAL PROTECTION AGENCY PETE WILSON. Gove—.•
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD—
CENTRAL VALLEY REGIONr
3443 ROUTIER ROAD. SUITE A
SACRAMENTO, CA 95827-3098 F
PHONE: 69 25 255-3000 l
FAX (9 6i 255-3015
Em C*
0CT261992
ENV[RONMENTAL HEALTH
EFiI 7btrtIb.a
22 October 1992
Mr. Richard C. Laubacher
BP Oil Company
4850 East 49th Street
Cleveland, Ohio 44125-1079
REQUEST FOR A WORK PLAN TO DEFINE LATERAL AND VERTICAL EXTENT OF PETROLEUM
HYDROCARBON CONTAMINATION AT BP OIL COMPANY, STOCKTON FACILITY, SAN JOAQUIN
COUNTY j,'vS AIA-vq bQ—
Thank you for submitting the first quarterly ground water monitoring report
for your facility in Stockton. The report is well written, organized, and
fully documented.
We concur with your statement that the recent sample results are consistent
with results obtained in 1987 and 1988. The recent results show continued
contamination in monitoring wells (MWs) 1-3 and nondetection in MWs 4-6.
However, we disagree that the concentrations in MWs 1-3 are low. MWs 1 and 2
have elevated benzene levels of 7.9 µg/l and 34 gg/l , respectively, which are
higher than the maximum contaminant level for drinking water of 1 Ag/1 . ,
Furthermore, since petroleum product constituents are not naturally occurring
in the ground water beneath the facility, their detection indicates an impact
to the quality of ground water at the site. Although contaminant
concentrations have remained stable, the extent of contamination needs
definition, and a remediation program must be implemented. Therefore, we
request that you perform the tasks listed below in accordance with the listed
schedules:
TASK DUE DATE
1. Submit quarterly monitoring By the 30th of the month
report following the reporting
period
2. Submit a work plan to define lateral 20 November 1992
and vertical extent of soil and ground
water contamination
3. Submit Problem Assessment Report (PAR) 60 days after work
plan approval
