In 1938, the Site began operation as a bulk fuel storage <br /> facility. Tosco Refining Company (Tosco is now Phillips 66) purchased the property in 1994 and <br /> subsequently transferred ownership to ST Services in October 1998. Valero (currently named as <br /> NuStar Energy) acquired the Site in 2005, and is the current Site operator. Since 1998, the Site has <br /> been used solely for diesel storage and currently consists of six aboveground storage tanks, two <br /> underground storage tanks, a fuel loading rack, and two metal buildings. <br /> Between 1987 and 2003, Phillips 66 installed 19 monitoring wells and conducted quarterly <br /> groundwater monitoring. A groundwater extraction and treatment system operated at the Site from <br /> 2003 to 2006 and removed about 25 pounds of petroleum hydrocarbons. Phillips 66 also operated an <br /> oxygen injection system at the Site from 2007 until December 2010. The Site is an operating bulk fuel <br /> storage facility and Phillips 66 concludes the remaining soil, soil vapor, and groundwater <br /> concentrations do not pose a risk to onsite workers or residents. As described in the attached <br /> memorandum, Central Valley Water Board staff concurs that remaining levels of petroleum <br /> constituents do not pose a threat to human health, the environment, or waters of the State. <br /> Phillips 66 has satisfactorily completed Site investigation and remedial action and achieved applicable <br /> remedial action standards and objectives. A permanent remedy has been accomplished at the Site. <br /> Therefore, no further action is required. Issuance of a No Further Action Determination does not <br /> preclude future action by the Central Valley Water Board if subsequent monitoring, testing, or analysis <br /> at the Site indicates that the remedial action standards and objectives were not achieved; a new or <br /> previously undiscovered release occurs at the Site; or new information indicates that further Site <br /> investigation and remedial action are required to prevent a significant risk to human health and safety, <br /> the environment, or water quality.
