(Ash Creek) on behalf of NuStar Terminals Operating Partnership, L.P. <br /> (NuStar) Stockton Terminal at 2941 Navy Drive in Stockton (Site). The Report recommends <br /> long-term monitoring with a reduced monitoring program at the Site. Central Valley Water <br /> Board staff comments on the Report are included in the attached memorandum. In summary, <br /> staff concurs with the long-term monitoring at the Site and we have attached a draft Monitoring <br /> and Reporting Order with proposed changes. Future monitoring reports need to include <br /> updated isoconcentration contours and should use the water quality objectives as cleanup <br /> levels. As discussed in the attached memorandum, NuStar should conduct reduced monitoring <br /> at the Site for two years and then reevaluate the Site for potential petroleum hydrocarbon plume <br /> migration. <br /> We request that NuStar submit the following items by the dates listed: <br /> • By 22 February 2013, review the attached draft Monitoring and Reporting Program <br /> Order and submit comments to Central Valley Water Board staff. <br /> • Conduct two years of monitoring and submit a petroleum hydrocarbon migration <br /> reevaluation report by 1 November 2015. The report may be included with a regularly- <br /> scheduled monitoring report and should include plume maps showing the changes of the <br /> petroleum hydrocarbon plume configuration; updated mass remaining estimates; and <br /> recommendations. <br /> KARL E.
