1.0 Introduction <br /> This document presents the Revised Cleanup Plan for the NuStar Terminals Operations Partnership L.P. <br /> (NuStar) Stockton Facility (the Facility) located at 2941 Navy Drive in Stockton, California (Figure 1). A <br /> Cleanup Plan (Ash Creek, 2006a) was submitted to the Central Valley Regional Water Quality Control <br /> Board (Water Board) on January 5, 2006. In response, the Water Board requested additional investigation <br /> of groundwater to better assess remedial options. The groundwater investigations were completed between <br /> 2006 and 2011. A conceptual site model was developed for the Facility and submitted to the Water Board <br /> as part of the Investigation Summary Report(Ash Creek 2012a) on January 6, 2012. In a letter dated <br /> March 19, 2012, the Water Board requested a revised cleanup plan incorporating the results of the <br /> additional investigation and using the conceptual site model to develop recommendations for addressing the <br /> dissolved petroleum hydrocarbons at the Facility. This Revised Cleanup Plan was prepared by Ash Creek <br /> Associates, a division of Apex Companies LLC (Ash Creek) in response to the Water Board's March 19, <br /> 2012 request. The plan was developed using the State Water Resources Control Board Low-Threat <br /> Underground Storage Tank(UST) Case Closure Policy(Low-Threat Policy)dated August 17, 2012. <br /> The Facility is within the Port of Stockton terminal leasehold ("the leasehold"). Other operators within the <br /> leasehold have included ARCO/BP, Time Oil, Tesoro, and Santa Fe Pacific Pipeline (SFPP). ARCO/BP, <br /> Time Oil, and Tesoro are a part of the Stockton Terminals Technical Committee (STTC) and are <br /> participating in joint groundwater monitoring, investigation, and remedial activities for the northern portion of <br /> the terminal leasehold. NuStar was a part of the STTC from its inception in 1992 until 2004, and <br /> participated in the terminal leasehold investigations, pilot studies for remedial actions, and groundwater <br /> monitoring. In February 2004, NuStar determined that, because the petroleum impacts associated with the <br /> NuStar Facility are limited to the southern portion of the leasehold, it would be more efficient to conduct <br /> groundwater monitoring and remedial actions outside of the STTC. <br /> 2.0 Site Background <br /> The following sections present background information for the Facility. <br /> 2.1 Site Location and Description <br /> The Facility is located at 2941 Navy Drive in Stockton, California, within the leasehold (Figure 2). The <br /> leasehold consists of a triangular plot of land that contains several fuel distribution terminals and associated <br /> pipeline facilities. Other operators within the leasehold have included ARCO/BP, Time Oil, Tesoro, <br /> Buckeye, and SFPP. The leasehold is bounded to the north by West Washington Street, to the west by <br /> Navy Drive, and to the east by Stork Road. The northern part of the leasehold has been used for fuel <br /> distribution since the 1940s and was expanded during the 1950s and 1960s.
