1.0 Introduction <br /> This Work Plan for Monitoring Well Relocation(Work Plan) presents the proposed scope and schedule for <br /> relocating two groundwater monitoring wells (PS/WC-2S and PS/WC-2M) at the NuStar Terminals <br /> Operating Partnership L.P. (NuStar) Stockton Facility(the Facility) located in Stockton, California (Figure 1). <br /> This Work Plan has been prepared on behalf of NuStar for submittal to the California Regional Water <br /> Quality Control Board—Central Valley Region (Water Board). The activities described herein are proposed <br /> to allow construction of a new railroad spur running through the area of monitoring wells PS/WC-2S and <br /> PS/WC-2M. <br /> 2.0 Site Background <br /> The following sections include a brief site description and subsurface conditions at the Facility. <br /> 2.1 Site Location and Description <br /> The Facility is located at 2941 Navy Drive, within the leasehold of the Port of Stockton (the leasehold; <br /> Figure 2). Other operators within the leasehold have included ARCO/BP, Time Oil, Tesoro and Santa Fe <br /> Pacific Pipeline (SFPP). The leasehold consists of a triangular plot of land that contains several fuel <br /> distribution terminals and associated pipeline facilities. The leasehold is bounded to the north by West <br /> Washington Street, to the west by Navy Drive, and to the east by Stork Road. The northern part of the <br /> leasehold has been used for fuel distribution since the 1940s and was expanded during the 1950s and <br /> 1960s. NuStar is one of four active fuel distribution terminals located within the leasehold. <br /> The Facility is generally flat and consists of an office area; an operations area, including two truck loading <br /> racks and a warehouse; and four areas containing aboveground storage tanks (ASTs). The truck rack, <br /> office and operations areas are asphalt-paved; the AST areas are hard-packed soil covered with gravel. <br /> Several railroad spurs are located east of the main facility and construction of an additional spur is currently <br /> planned. The spurs connect to a main railroad line which runs parallel to Stork Road. A stormwater <br /> retention pond is also located in the vicinity of the railroad spurs(Figure 2). <br /> 2.2 Geology and Hydrogeology <br />■<br /> Hydrogeologic conditions of the leasehold were originally presented in the Feasibility Study Report prepared <br />" by SECOR for the Stockton Terminals Technical Committee (STTC; SECOR, 2002). A greater <br /> understanding of the subsurface hydrogeology has been obtained as a result of vertical groundwater <br /> investigations conducted in 2008 (Ash Creek Associates, Inc.
