The work plan is submitted on behalf
Eureka
of ST Services and responds to the October 31, 2002 letter from the California Regional
Water Quality Control Board-Central Valley Region (RWQCB). The work plan includes a
site background; a description of the approach, scope of work, and procedures for the
additional assessment; a discussion of proposed interim remedial actions (product recovery);
and a proposed schedule. A site location map is presented on Figure 1. Jersey city
SITE BACKGROUND
The site is located within the terminal lease area of the Port of Stockton. The terminal lease Juneau
area consists of a triangular plot of land that contains several fuel distribution terminals and
associated pipeline facilities. ST Services is one of four active fuel distribution terminals
located within the terminal lease area. ST Services,Tesoro, BP, and Time Oil formed the
Stockton Terminals Technical Committee (STTC) in the early 1990s to jointly investigate and Long Beach
address environmental impacts associated with operations of the terminal lease area. The
STTC has adequately defined the lateral and vertical extent of petroleum affected soil and
groundwater on and downgradient of the terminal lease area. A Corrective Action Plan to
address the environmental impacts associated with the operations of the terminal lease area Portland
is currently being prepared.
Hart Crowser,Inc.
