A
ALAF
California Regional Water Quality Control Board 15365
January 30, 2003 Page 6
ethylbenzene, and xylenes (BTEX), and fuel oxygenates (MtBE, DIPE, TAME, EtBE,TBA,
ethanol, methanol) using EPA Method 8260B, and for TPH in the diesel carbon range
(TPHd) by EPA Method 8015M.
Soil and Water Disposal. Based on previous evaluations of soil at the site, the soil removed
from the test pits is not anticipated to be considered hazardous waste. Therefore, the
SJCEHD has approved it to be placed back into the test pit. Rinsate water from equipment
cleaning and purge water from groundwater sampling will be stored temporarily in
California State Department of Transportation (DOT)-approved 55-gallon drums. The rinsate
and purge water will be transported to a holding tank at the Tesoro facility (located within
the terminal lease area at 3003 Navy Drive). The water will be treated and discharged
under a groundwater discharge permit issued by the City of Stockton, Department of
Municipal Utilities on December 3, 2002.
Report. Following the completion of fieldwork activities and receipt of chemical analysis
results, Hart Crowser will prepare a report of results. The report will include a tabulated
summary of the analytical results and recommendations for future actions, as appropriate.
PRODUCT RECOVERY
Over 1 foot of product was observed in well ST/MW-1 during the fourth quarter monitoring
program for the wells in the terminal lease area (personal communication with Rusty
Bentowsky, SeCor). Weekly hand-bailing will be initiated at well ST/MW-1 to remove the
accumulated product. The thickness of product and volume of product removed will be
recorded at each hand-bailing event. Removed product will be placed in a DOT-approved
55-gallon drum. The 55-gallon drum will be temporarily stored in an aboveground concrete
vault located near AST No. 3302. When the 55-gallon drum is filled to capacity, a disposal
company will be retained for the proper transport and disposal of the separate phase product.
Hand-bailing may not be able to be initiated until the groundwater depth drops below 2 feet
so that the product can enter the well screen. Until that time, the presence of product will
be monitored weekly.
SCHEDULE
Hart Crowser can initiate the field program and product recovery/monitoring upon receipt
of approval of this work plan. We anticipate that a report of results can be submitted to the
RWQCB within six weeks of receipt of chemical analysis results.
